I've recently been brought on board as the Sr. Project Manager for an HRMS implementation at a Public employer.
My one greatest piece of advice before getting an HRMS is to do a Business Process Review and make sure the system you are considering meets your "business needs" not your "wish list". Getting to that wish list is a lot of work!
