First, I need a legal definition of whistleblowing. Does employee have to contact an entity outsite their own company with reports of alleged illegal/unethical acts?
Case in point - In at-will state,

First, I need a legal definition of whistleblowing. Does employee have to contact an entity outsite their own company with reports of alleged illegal/unethical acts?
Case in point - In at-will state, employee terminated and claims was retribution for informing corporate officials of policy breaches up to and including illegalities in health care facility. Termination was stated by mangement to be a cost-reduction requirement and was initiated by local facility, but with approval of corporate.
Terminated employee left copy of daily log throughout her five year employment in company computer,giving rise to some serious concerns. Copies of memos to officials alleging harrassment/reported retailation are there also. Employee was dismissed on the spot and asked to leave within the hour, but provided excellent letters of reference by both local and corporate officials, plus a severance in accordance with company policy.
Complicating the issue is this woman is 60 years old and has some health concerns.
Two questions -
Could the courts consider her reports to corporate to be whistleblowing if no government entity was contacted?
Since this is an at-will state, should this turn out to be a real case of retribution, would it be legally actionable?
