have you read THE HR SORECARD: LINKING PEOPLE, STRATEGY , AND PERFORMANCE by Brian Becker, Mark Huselid, Dave Ulrich. It seems pretty clear in how to do scorecard for HR.

Some great work has been done in this space! In order to develop the appropriate measures, one first needs a validated HR services blueprint.

For each of those services, the team needs to develop financial, operational, external customer, internal customer, and learning/growth objectives, measures, targets, and initiatives.

For example, for staffing the following could apply:

Financial -
Objective: Minimize hiring costs
Measure: Average new hire cost
Target: $x
Initiative: Develop system to track total costs

Operational -
Objective: Maximize acceptance rates
Measure: Acceptance rates by x
Target: x%
Initiative: Successful "closing" training

External Customer -
Objective: Improve line manager satisfaction
Measure: Line manager satisfaction rate
Target: x%
Initiative: Line manager survey

Internal Customer -
Objective: Reduce staffing turnover
Measure: Turnover rate
Target: x%
Initiative: Implement A&R program

Learning/Growth -
Objective: Increase technical competency
Measure: Width/depth of technical knowledge
Target: width - x%; depth - y%
Initiative: Offer courses to recruiters

This content needs to be developed for each of the HR service areas, such as compensation, benefits, etc. Additionally, many objectives, measures, targets and initiatives need to be developed for each areas.
