As some of the previous comments have implied there are many approaches. I would start by looking at four broad categories: your organisations requirements, the technical solution and costs associated with the options, legal implications, language and data standards. There is vast amount to sort through before you start trying to implement.
I would suggest that the technical structures are worked out before the deal is done. If left to after the deal the costs for the optimum configuration are likely to be higher than budgets will stand and your negotiating position with the supplier is non-existent. So you end up compromising.
The organisation must have a clear picture of where it is and where it wants to be. This has to include both the local and global needs. This may sound obvious buts its actually a very difficult thing to achieve and requires a huge amount of effort in communication to get and keep everyone on board. And as the business will not stand still you have to continually fine tune.
The legal implications are interesting as most companies seem to ignore the law on cross boarder movement of personal information. You should be careful though in some countries the officials take a dim view of transgressors.
For data to be use full globally it must be stored in the same form and or translated. Some organisations have made English their standard language and all information is stored in and processed in English. In these cases provision must be made to provide local language version of the various returns required by government bodies.
Before you actually try implementing this in the business it would be beneficial to run a small pilot. Creating a test lab in which this can be built and tested will save time and money. Many years ago a boss of mine said, ‘we never have time to get it right but always the time to do it again when it goes wrong’.
