Able to enter info and save when "View Only"

11.0.3 HR/Payroll fresh install
Navigation: Other Definitions - /> Quick Code Values.
Set as "View Only" for 6 different Responsibilities.
Able to enter/change information in Quick Code Values list. "Save" Icon on the Toolbar is Grayed out. "Save" & "Save As" are Grayed out under File on the toolbar.
User can do "Ctrl S" and changes will be saved.

All other items under Other Definitions are "View Only" and do no have this problem.

Any clues as to why this would be happening?
