Which Department decides which type of Users(Payroll processers, Recruiters, Benefit Support staff, Company Executives, etc) gain access to Employee data in your HRIS system:

HR Dept or
Payroll Dept or
Information Systems Dept or
Group decision by all three.

In one case that I am aware of, it was automatic, at least for line managers. This automatic capability was based on a security policy that was defined by the HRIS implementation team and approved by the corporate internal auditors.

The basic HRIS was PeopleSoft with an implementation of position management. Reporting data was provided by a data warehouse that was updated nightly from the PeopleSoft system. As part of the nightly update, the software automatically scanned the PeopleSoft position reporting hierarchy. Managers were then automatically given access to the data warehouse records for all employees that fell under them in the position reporting hierarchy. This capability automatically granted access to new managers and removed access for managers that no longer had positions reporting to them. If a manager moved to a different position, then their access rights were automatically changed so that they could see the correct employees.
