I need to put together a presentation comparing and contrasting outsourcing vs inhouse for payroll and HR. Can anyone give me some feedback as to the advantages and disadvantages of both?

You do not indicate how big your organizaiton is. Often employers under 100 can be well served by having an HR contact inside and engaging the services of a consultant to provide overall HR management externally. If this is your case I can easily provide you with a model that has been successful over time.
If your organization is larger, my experience has been that you are better to have full time human resources professionals on staff to provide ongoing advice and consultation to senior management and line managers as well as career and performance guidance to employees. What you should be looking to outsource is all of the transactional activity that most HR departments get stuck with that keep them from doing the important work described above. There a re many organizations that provide these services on a fee per employee basis and can include some or all of the tansactional activity.
