I am about to embark on creating a policies and procedures manual for a municipal Water & Power utility with about 350 employees. Can anyone direct me where I can obtain information regarding software/contractors/services that will allow us to create this manual at an effective cost? Thanks.

have used this site many times as a reference and you may find it useful. It has free downloads of actual sample policies that you can customize to fit your needs.

Why reinvent the wheel? Research any similar entities and see what they are using. Is there a parent company? What things are industry related and what are across the board as far as HR is concerned. There are a variety of tools out there to use. A simple web search will identify a number of potential software products available.

Online Employment Systems offers a product called stafforienation.com which is an online delivery tool for employee orientations, handbooks, training, compliance, etc. Delivered as an ASP it is vey cost effective and easy to use.
