Does anyone have any experience or access to case studies or white papers that would support implementing a best-of-breed HRMS in lieu of utilizing an extisting ERP platform?

Any ERP will do but in this case it happens to be SAP.

HR functionality in most ERP systems is usually limited and extremely payroll centered. SAP is not a 'Human Resources Software Company'...they're in the database business. They don't care about OSHA, FMLA, EEO-1, etc. Most HRIS products on the market today can integrate with SAP, Oracle, SQL, and offer the depth of functionality that is only available in a 'Best of Breeds' approach.
