Non-Profit Volunteer HRIS

I am a Red Cross Coordinator of Disaster Volunteers, and a retired U.S. Marine Corps HR Manager. I am having a difficult time finding web-based HRIS to support my recruiting, training and development of our volunteers. There is currently no HRIS in place.

Any suggestions?

http://energizeinc.com is a very helpful web site for volunteer managers. Not sure if it would have your answer but it's worth a try. I am also at a non profit institution but it is higher education and we are implementing SAP for all HR, Financials and Campus Management.
