We are looking for a new HRIS system that has a fully integrated highly funtional timekeeping system to caputure time for our employees in California. One vendor, High Line has impressed us. I know of some Highline users from my past consulting practice and I would caution you. While the system is highly functional, it is built around an Oracle database which is expensive and difficult to manage unless you firm is an Oracle shop. HighLine's hosting partner for their ASP model has a bad reputation for service and I was told by some users that while the Highline folks were very nice to work with they are a small Canadian company with only a few support people and support was uneven.
Depending on your requirements and employee size, you might want to take a look at the HR office, Ultimate software or Kronos

We have been using Kronos and it integrates well with our Lawson HRIS software. Perhaps this could be a viable option for you.

Good luck. Their product demo's and looks very nice, but in a live environment you'd better look out. If your Payroll is difficult you are also in for a tough time. The HR is alright, it has all the features you need, but the Payroll has struggles with any difficult computations, and requires alot of customization ($$$$). They do a good job of covering this up in a demo (happened to us recently), but I would recommend checking references that have all of your needs, and visiting some of their customers that are local to you. We fell for their good pricing and pretty demo...make sure you cover your bases.
