Need Suggestions for employee Performance Management system

Hi every body

I am in a vital need for a HRM system, mainly employee performance system for insurance company of 150 employees with 2 headquarters, 4 branches, and about 120 agents.

Staff performance value is in low standard, hiring system is inefficient, managers lack the ability to bring changes. They need training and appraisal process.
I am new there with few experience in HRM, need to succeed in this profession.

Any help will lead my success
