Would anyone know a good online source for a competency dictionary? I am developing a competency based Performance Management System, and am looking for stuff on the measurables for competencies eg. something like the Behaviorally Anchored Rating Scale?

I have the some problem on how to rate the competences in 3-point scales. have you got information now? I am mapping the competencies for trainin needs.

One of the most widely used rating tools is by the Behavioural Events Interviewing method by which you need to interview consistent top performers at length, get them to talk about themselves and in the process identify competencies as well as behavioural indicators that reflect skilled, unskilled and overused ratings (a 3 point scale)
once this is done, you need to map and rate inidviduals based on the behavioural indicators identified.
