I plan to conduct a training need survey in our organization in order to make our training catelogue of 2002. Does anybody know what an effective training need survey looks like, what should be included, what the format is? Or where can I get related information? Thanks.

I am also doing some work on it and is still on the way of exploration and discussion with some people. Our approach is to start from the competences mapping for each function. Then we will work out a questionair to ask people. But we are still not sure how to set the competence level. We need to talk to epople.

Have you got some feedback, can you share them with me? Thanks

Man Zhu is on the right track... but it sounds like he's going for a little more depth than you are... There are many levels of Needs Assessment and that's the first step to determining the what and how. I would suggest you become familiar (and/or join) the American Society for Training & Development (www.astd.org). They have a wealth of information available to members and non-members on topics such as these. You might also check out ISPI (International Society for Performance Improvement).

An excellent book to help you is
"Effective Competency Modeling & Reporting" by Ken Carlton Cooper You can get this book at amacombooks.org. The book is loaded with worksheets, descriptions, assessments, and strategies.

The first step in developing this survey is knowing a bit more about the business challenges that people in your organization are facing. Then determining which competencies, skills, knowledge and abilities are required to meet those challenges and then providing them with the means of either self assessing their level of competency or having their manager/supervisor provide them with feedback. This can be done either on line or using paper and pencil self-scoring forms. Alot depends on exactly what outcomes you are looking for and the level of effort your organization will support. The Department of Energy has a Training Needs analysis survey available on the web for free. It seems to be very thorough!
