I would add just two thoughts to the responses you have already received.

1. How does your organization define leadership? Is it "the ability to inspire and direct a shared vision?" Is it the "to inspire and promote your employees to be the best they can be"? all of the above or none of the above? If the senior managers of your organization were asked "what is leadership?", how similar would their responses be? If the responses vary or are generic then:

2. Is leadership an expectation of the managers and supervisors in your organization? Are managers/supervisors held accountable for being both? My experience is that people focus their efforts and skills on the expectationa for which their are held accountale and for which they are rewarded. It is simply a matter of WIIFM (what's it it for me). If their performance measures are based on outcomes that are achieved through managment KSCs, there isn't much incentive to develop KSCs around leasdership.
