The system I am going to suggest is very simple and easy to handle.
O.K. what you should do is to get printed "CARDS" one each for an employee. The columns in this card will be Name, Department, Employee Number,Date of training, Training Description & Supervisor signature.
Place these cards with the concerned supervisors.
Each time an employee attends the training, supervisor shall complete and sign.
This resembles to on site Materials Tag Cards.
The card can have space for as many as 20 entries.
You may place these cards into a wooden box of the card size.

You did not indicate whether or not you are currently using time cards in you organization.

I am in a manufacuturing environment where we use time cards. Any training (or learner hours, as we call them for on-the-job training) are recorded on the time cards.

The training hours are then tracked through payroll (as the hours have a code allocated for training) on an Excel spreadsheet.

This process does not involve a lot of extra steps, nor have we had to purchase a software program to track it. We don't have an HRIS system, but this has worked well for us. Good luck!
