I am also working on a similar project. I found a great resource. It's a book called Leaders-Start to Finish by Anne Bruce available from ASTD.

Book referenced is a good resource. One recommendation - keep the course as 'real time' as possible. Use case studies, role plays and outside projects to reinforce concepts learned in class. Leaders seem to have a difficult time making the leap from classroom topics to real life and how to apply those concepts in their work environment.
