I have split the duties between The HR Manager and the new employees direct supervisor. There is then some "mentoring" responsibility on a few of our longer term employees and those who have excelled in there position.

Human Resource Department. There are too many policy reviews to not have it be people in the "frontline" who will deal with the new hires if they don't get all their company policy information at the beginning.

We are a manufacturing company of 90 unionized and 25 salaried employees. Our orientation is a full day, shared by human resources (benefits, policies, company vision, history), safety (plant tour, basic safety), the immediate supervisor (scheduling, time cards, job shadowing) and the VP (the big treat - lunch).
I've been with the company for just over one year. They used to basically hire people and shove them into their job. The feedback we have received with our new orientation program has been fabulous. Think about what you would want if you were a new employee. Orientation is not a burden - it's an honor.

HR is generally responsible but I have found that they are not given a realistic idea of what to expect. I prefer when training does it.

I am the training manager for a government organization of approximately 700 employees. I oversee the 1-day HR program and conduct a portion of that program. It is held on the first Monday of each month. Benefits specialists go over the benefits that the employees receive and complete the insurance forms. Our Executive Director opens the program with the welcome and philosophy. We also involve the employee's supervisor in the orientation although that is not a formalized program. The supervisor reviews several items from a checklist with the new employee.

Our HR department co-ordinates the New Hire Orientation. The implementation of it is carried out by people from several departments - HR, Admin, Finance, IS&T etc.
Following the 1 day New Hire Orientation, the relevant Dept manager is responsible for co-ordinating job-specific training.
And we also have a "buddy" system where 1 person in the company is asked to bring the new hire on breaks/lunch for the first few days and to introduce the new hire to as many people as possible and to promote the 'Social Club'.
