The HR orientation to the company and culture is valuable to new employees as it begins the acclimation process. However, orientation needs to be a shared responsibility between HR, training, hiring manager, and new employee. Orientation begins from a broad and high level viewpoint and should progress to specifics around department policies, procedures, and how-to-dos. From there it migrates toward individual development plans specific to one's job.

Just to give a dissenting view, we work with clients to provide each new employee with a tool/process for getting up to speed quickly - Not that the company isn't responsible for helping orient a new employee, but each performer needs to take personal responsibility for his/her own performance and development in the new job. We have found our approach to drive measurable impact on new employee turnover and performance.
