Trainer Utilization Formula Needed

I need a clear, detailed formula for calculating trainer utilization. The formula I am currently using doesn't seem to be working best. Since I am to report these numbers to upper management I need a formula that will accurately represent what our trainers are doing, including development and delivery. Any help would be greatly appreciated!
