I would suggest using Inscape Publishing's Role Behavior Analysis to define the behaviors required for anyone to be successful in a management position with your organization.
I find the job description or competencies describe the "What" to do but no one informs the candidate "How" to be successful. This tool will identify the "How" and then you can use Performance Coaching to help your candidates succeed.
