Getting more buy-in from SMT
This is a difficult one. Unledd the SMT feel that they 'own' the program this is unlikley to happen. Have you tried approaching each member of the SMT on a one on one basis looking for a 'graduate champion'? Having one or two of them that will actively support you is an important influence on the others.
