Career planning and succession planning without competency profiles

I'm tasked to put together a system for career planning and succession management. Unfortunately, we don't have a competency profile for all our positions (100+ positions in all). I was thinking of profiling all our positions first but I don't have that luxury.
Can anyone give me inputs on what I can do to formulate the programs? If you have links or materials as well I'd appreciate it a lot.
I am thinking of interviewing our superior performers so that I can identify "some" critical competencies for starters. Can you give me ideas or templates of questions to ask other than: "what skills were useful to you that made you a superior performer?"
