Mandatory training enforcement

Once the company establishes some specific mandatory training for managers and above, what is the best way to ensure compliance?
-Incentives for completion?
-Penalties for non-completion? No annual merit increase, or similar?
-Affect pay of supervisor or their merit increases?
Any suggestions?

Simply make it mandatory! If they dont complete it by X datem they don't work. Don't fire them but put them on an administrative suspension until completed, and if they do not complete within 31 days of the deadline then the leave of absence is considered as Job Abandonment effective the date last worked.

Mandatory already is, and affects their yearly review, but...
We wonder if that is the best alternative.
Should they be penalized? incentivated? how about their supervisors not allowing them time to go to training?
Our culture does not allow for terminations in these cases and we wonder if an environment of "trust" that they will do the training is all that is required/reacommended?

Again, tell them that until they complete the training they cannot come to work. That is the best answer.
