Categories of eLearning (Levels 1 - 4)

I have a white paper from my organization that makes reference to the "industry's" categories of eLearning. They are levels 1 -4 with level 1 being "simple informational courseware" up to level 4 which is "immersed simulation courseware". This paper gives hardly any more detail about these categories and I'm finding no other reference to these supposed industry categories elsewhere.

Has anyone heard of these categories who can provide some resource for them? I'm beginning to have a concern that these have been synthesized for this paper from some other set of categories or standards.

Hello gb104. The only reference I could find was in a paper at http://www.courseavenue.com/documents/elearning-best-practices.pdf

I presume this is the paper from your organization and which you mention in your post. My best guess is that the levels are an adaptation from Benjamin Blooms taxonomy of learning or some similar taxonomy. Have you asked your superiors who the author of the article is so that you could ask them?
