The proposed restriction appears to create more problems than it solves.

Why not simply adopt a policy that vacation requests of more than three consecutive days must be approved in advance by supervisor.  If the supervisor has advance notice and can schedule around a request for two weeks, what's the problem.

If the company persists in implementing such ludicrous policy, than suggest to employees that need two consecutive weeks, to take the last week of the quarter month and the first week of the following quarter. By doing that, they will be in compliance with the company policy. In the long run, they will have to deal with employees being off on both the last and first week of each quarter!! Good luck, hopefully is not a unionize work environment.
