We are a company of 13 employees and are trying to design a fair maternity leave policy. I was hoping to find other companies around our size and find out what they are doing.

I don't know of any companies that small, but the average uncomplicated maternity is 6 weeks. It doesn't have to be paid, but if people have sick and vacation accumulated they can use that to cover the absence.

To be PC correct "maternity leave" should be phrased and categorized as short term disability. My company issues 6 weeks for vaginal and 8 weeks for cesarian. Since your company does not qualify for FMLA, I would recommend that all sick time be used first, earned vacation time used second, accrued vacation time used third. FYI this policy should be established for ALL employees - male and female- to avoid discrimination.
