The federal health care reform act allows a grandfathered plan to maintain status and modify the plan for fixed-amount cost-sharing other than copayment if it is less than the rate of midical inflation plus 15 percentage points. Does anyone know what source we are expected to use for the medical inflation rate?

I'm sure further guidelines will come out firming up this figure. I have yet to see anything in writing.
