If an adult dependent of an employee drops his health insurance because he got his own job do I still have to offer Cobra, even though he voluntarily dropped his coverage?

I'm going to disagree. This isn't a COBRA qualifying event.
Qualifying Events for Dependent Children:
* Loss of dependent child status under the plan rules
* Voluntary or involuntary termination of the covered employee's employment for any reason other than gross misconduct
* Reduction in the hours worked by the covered employee
* Covered employee's becoming entitled to Medicare
* Divorce or legal separation of the covered employee
* Death of the covered employee

I agree with dhall111.
There are a few instances when a 'benefit' qualifying event is a 'COBRA' qualifying event, but there are other times when it is not.
In your case, the employee had a 'benefit' qualifying event (election of other insurance) to change their insurance coverage, thus allowing the employee/child to drop their coverage. This was not a qualifying event under COBRA and would therefore not require notification.
