It sounds like the major problem with your wellness program is that it's public, not private. While there are pros to going this route, I think the cons can be significant. Employees aren't going to change their behavior over the long haul unless they are continously engaged in their own health. Unfortunately, having a general walking program probably isn't going to make this happen.

I think the problem lies in creating teams and awarding prizes. A better route might be to establish an organization wide goal (eg, go from XXXXXXXXX steps per month/year to XXXXXXXX++ per month/year. Some will participate fully, others won't but there will be some peer pressure to get engaged.
Build organizational teamwork, not competitive groups within the organization.

We do a successful walking program, but the progress is measured by each individual. They are only competing against their own personal best. We do have some groups set up so they can walk together but they are by ability and people sign up for the one they want and can move to another group when they feel ready.Everyone who participates for at least 6 months gets a small participation prize and then there are some bigger prizes for the people in each activity group that have had the greatest % gain in activity.
