Changing Maximum Leave Balance

We are looking at changing our maximum leave balance from 200 hours to 40 hours to minimize our liability when people leave the company. Has anyone done this? What are issues we should be aware of?

Seems rather excessive in amounts that can be cashed in or carried over. Are you with a government organization?

How do I increase motivation levels in the department? How do I brand my business unit as an attractive place to work? I have top-notch IT professionals in my business unit who feel they are "children of a lesser God" because they are non-billable resources and do not get plum postings abroad, nor the glamour that goes with them.
