How many hours of PTO is standard for software, IT and civil engineering?

How many hours / days of annual PTO is standard in the following industries:

* Software development / IT
* Civil Engineering

What are average amounts for typical accrual milestones (e.g. 0, 5, 10, 15, 20+), and carryover limits (e.g. may accrue up to X hours before losing)? And does this vary much by "tier" of employee, e.g. management / execs vs. other professional positions.

Are there any good articles, reports, or surveys (free or for pay) that would allow one to determine if a particular org's PTO (or traditional vacation / sicktime) was competitive for the software/IT and civil engineering industries?

I have a Mercer survey that goes over a lot of this stuff. Unfortunately, it's not as easy as just answering a couple questions since there are so many variables. And my report doesn't go into exact industries, however, it breaks them down by the following:

* Manufacturing
* Wholesale
* Services
* Transport/Communications/Utility
* Health Care
* Financial Services
* Government
