Typically, no. It depends on your carrier and how your contract is written. We just had this come up.

All of my clients decided to administer their dental and vision plans the same way as the medical plans even though it isn't required. It would be an internal headache to have different dependent eligibility rules by plan. Most dental/vision carriers did not even load up their rates to accomodate the broader eligibility.
