What title would you recommend for the following duties:
The role is in a manufacturing company with 4,000 employees. The Compensation position will be responsible for Designing, developing and implementing a Band plan. Additionally, the individual will be writing the Procedures and Practices. This position will not have supervision. Thank you for your opinion.

It might also depend on the titles above and below. For example, if you have a Director of (all) Human Resource (functions), then you could have a "senior manager of Compemsation".
A lot will depend on how your company sets up its management titles. But I definitely think sr manager, director, etc would be the right level.

"This position will not have supervision"
If that means it does not have any staff reporting to it, then it is not a Director Level or Manager level position.
Senior Comp Consultant would fit better IMHO.

It can be a "manager" or "director" without direct reports. It's not uncommon for someone to be in charge of a function, especially in matrixed organizations, with such a title and no direct reports.

Perhaps in a smaller company but normally in a company with 4,000 employees.

I agree that the term Director fits nicely. Manager almost symbolizes that there will be direct reports. Director symbolizes that there is some policy creating in their role.

Agree, another thing to think about is how it fits with other titles within your organization.
