You do not have to pay for September. However, if the employee elects COBRA coverage and pays his/her premium in a timely manner you then have to make the COBRA coverage retroactive, and pay the September premium,so that he/she does not have a break in coverage.
Then the time limits for COBRA coverage would begin from September 1./

All claims are denied until the Cobra payment has been received. At that time, previously denied claims can be reprocessed.
