Handling Multiple Vacation Requests

The majority of my company's hourly workforce (manufacturing environment) now have 4 weeks vacation.  Due to budget/manning cuts, we are very lean.  Typically each department supervisor can only allow 1 or 2 employees to be on vacation on the same day.  This policy is now becoming hard to manage since so many of our employees now have 4 weeks.  We currently enfore a "use it or lose it" vacation policy (January - December).  One option that we are considering is mandatory plant shutdowns.  Any suggestions on how to handle vacation situations such as this?

One option -- require employees to immediately schedule out the rest of the year. I would suggest starting with seniority and allowing everyone to chose the 1st week, then the 2nd, then the 3rd etc.  However, consider making a rule that they get one major holiday (say July 4th, thanksgiving or Christimas and new years) until every employee has had a chance at a major holiday. Then force the vacation time on a rolling schedule for those times that are non-holiday.

Second option - You might consider offering a prorated amount to buy back some of the vacation time. But it should be a one time offer that is good for x days only.  You'd be surprised how many employees might take you up on that especially if they see no way to use the 4 weeks by the end of the year. And if you offer it at a percent off (say 70-80 of pay), the company saves money too.
