There really isn't a standard.  If you're looking for some benchmarks, you might want to try your local Chamber of Commerce or even the Labor Commissioner's website.

The bottom line for shift premiums is whatever it will take to get quality workers to work off shifts. At 10% you might get a flicker of interest; at 20% you might actually get some enthusiasm.  Keep in mind that attracting workers to off shifts is one thing; retaining is quite another.  Entry level off shift jobs typically experience a high rate of turnover, so your premium has to be significant.
