New Hire Identification - SSN

One of our managers recently hired an employee who presented their Social Security Card as identification for their I9. We've checked the SSN on the BSO website and they advise that the number has never been issued. We instructed the new employee to go to Social Security to get the issue resolved. They are asking if they can use their ITIN in place of their SSN. How should we proceed?
I'm confused, It's my understanding that if an employee has a SS# than they wouldn't have an ITIN (and vice versa).

If the person comes back with another acceptable form of ID for the I9 and an ITIN for tax purposes can we still bring them on board?

First off, the identification must show that the employee is legally able to 1) live in the US and 2) work in the US. An ITIN does neither and is not on the approved list of documents on the reverse side of the I-9 form.

Which, in fact, is the answer to your question.  If the documentation is not on the list of acceptable documents on the I-9, it's no good. The fact that the employee presented a bogus SS card is cause for major suspicion. Give the prospective employee 3 days to come up with acceptable documentation. If he doesn't, terminate/withdraw the offer.
