SJB, I would recommend that you send your supervisors to a seminar that deals specifically with this issue. There are companies and medical facilities that do this. I know of a company just north of Minneapolis / St. Paul, MN that does this for truck drivers, but the training could apply to any business place.

The U.S Department of Health and Human Services, Center for Substance Abuse Prevention puts out a free brochure concerning drugs in the workplace. It contains some of the information you are seeking. The phone number is 1-800-WORKPLACE.
