What are some the the items I should consider in putting together an HR budget besides Recruiting, Payroll, Training, Employee Benefits?

Do you do any employee relations type work? Examples are: meetings, newsletters, events to boost employee morale or encourage non-management to move into management. Do you travel to colleges to conduct your recruiting; is this in your recruiting budget? Association dues and conferences? Software upgrades or purchases for HRIS? Do you have an in-house MIS staff to put together an intranet/HR Call Center or would you need to use an outside source? In payroll, do you include any temporary help costs through agencies if used?

Salary, Benefits, Overtime, Bonus, Tuition, Temp Agency, Audit Fees, Consulting Fees, Travel, Meals/Entertainment, Postage, Magazines, Memberships, Donations, Software, Stationary & Supplies, Employee Relations, Training, Recruitment, Miscellaneous Administration--these are some of my line items. How do I increase motivation levels in the department? How do I brand my business unit as an attractive place to work? I have top-notch IT professionals in my business unit who feel they are "children of a lesser God" because they are non-billable resources and do not get plum postings abroad, nor the glamour that goes with them.
