PAY DIFFERENCE MANAGER/EMPLOYEE

Our company recently brought in a subordinate who, coming from outside the company, demanded a high entry level pay to join our company. This person asked for and received a compensation package larger than his Manager. Obviously this manager is upset but has been told by Executives that this "happens all the time" and that is "just the way it is". I have never heard of this and have a manager complaining to me. I'm not sure what to say. Has anyone out there ever heard of this? Any insight would be appreciated.
