Are you trying to determine what amount to put into a budget? I'd estimate $1,000 per employee for budget purposes. This takes care of those who might go over and those who won't possibly reach the $1,000. Admin employees in particular probably won't reach their allotted $1,000. For those employees who you know will be getting more expensive training/education, I'd put in a more actual number. For example, if someone in your office is technical and will be working towards an MSCE certification, their number, assuming the company will pay for it, will be much higher than $1,000. Same is true for someone taking classes for a degree (undergraduate or masters).

If you are looking for a number just to get a feel for companies and what they do - I think you'll find it really varies widely, based on size of company, how the company is doing(!), and most importantly, the attitude of management towards training. If management doesn't think training is a worthwhile expense, then they won't budget much for their employees for training. Obviously, the reverse is true, also.

We provide $1,000 for work related courses which have to be related to the business and the individual's job. We also have $500 for creative courses (such as painting, cooking or even a personal development course). All courses must be approved by the manager before the employee takes the course.
Seminars or courses that take place during the work day and are necessary for the employee to get his/her job done, usually go through the department's cost center. Every department has a budget for training and development.

The ASTD is the best source of this information that I have found. They publish the results of an annual survey as a supplement to _Training and Development_. There is an article from that research posted and available for free on their website (www.astd.org ; look for Research, then Reseacrh Reports, then 1999). They sell the complete report, which is very useful.

"To obtain a copy of the 1999 ASTD State of the Industry Report, contact ASTD at 1.800.NAT.ASTD and mention order code 99ASTDIR."

Past that, you might go to industry-specific organizations, to see if they have any benchmarking data on what companies in your industry are doing. The ASTD report has some of that, but at a fairly high level.
