HR Audit

I work at a major Japanese consumer products company. We are begining to restructure our various overseas subsidiaries HR function and set policy guidelines for HR programs for these overseas subsidiaries.
Are there any resources (perhaps as
simple as a checklist?) that I can research that would help in creating a HR Audit. THIS IS NOT A COMPLIANCE AUDIT (i.e. are the subsidiaries practicing their HR according to the laws of their country), more a "HR Effectiveness review" to ensure their policies,etc. are not a hinderance to the business. Any help would be greatly (immensely) appreciated.
