Competency Based Compensation

Does anyone in the audience have any experience with skill based pay or competency pay that will recognize and compensate various skill levels as they are attained? We are a manufacturing facility in the process of moving one of our product lines into its own cell with a cross functional team that will eventually have responsibilities that will cross over several areas besides set up and operating...business planning, quality, maintenance, shipping, etc. Any information or direction would certainly be appreciated.
