Check with the Saratoga Institute (408) 556-1150. I don't know if they'll give you data if you're not a member - but it's worth a shot. I have their 1997 HR Headcount Ratios (Total FTEs/Total HR FTEs). In the Consumer Products Industry, the Mean was 91 and the 10th, 25th, 50th, 75th and 90th percentiles were as follows: 57, 76, 88, 124, 128.

I'm not sure if that's what you're looking for or not - you may be looking for HR FTEs/Customers. You'd probably have to check with Saratoga on that to see if they collect that data.
