Overtime Exemption?

I represent a PEO in Indiana that has a nursing home client in Ohio. This nursing home is preparing to do inservice training which is madatory under Ohio law. My question is this: Are the employees attending this inservice training subject to overtime compensation? I am getting conflicting information. Thanks!
