1. The supervisor is there, consequently they should address the issue.
2. The out of state location of other managers is not relevant; they are still responsible.
3. If the supervisor locally cannot handle this then you can either share the earlier advice I gave with them, or refer it up the chain to their manager. If the supervisor won't handle it then assist the employe in contacting the supervisors manager.

That was the path I was going on when I asked about who was the manager.....HRPro and hrbth have given great advice.
One other thing I would add is who is the "office manager" or "office head"? Often that is a function that would handle interdepartmental issues where managers aren't on-site. Does that exist in your offices?
And honestly I think it is much easier to ignore business related calls because employees tend to speak differently, even more businesslike/even-toned when on business calls, but tend to be louder/less even-toned on personal calls.
