We have a manager who in all conversations interrupts and speaks over others, including with client meetings.
We have called this to their attention on a couple of occasions with the promise of improvement.
The hard part is the person never seems to realize when they are doing it, so we've seen very little improvement - it seems to be an ingrained personality trait.
Short of taping them in a meeting and then having them watch that, any other ideas to help correct this issue? Any good training that anyone knows of that might be of help?

With their permission, I would tape them.
I would also suggest some roleplaying with a mediator/trainer. Or someone who can step in and stop it when it happens without embarrassing, but rather training.
Has this person ever done a Myers-Briggs personality test? That can show a whole lot especially if you are in a room with people who don't share the same trait. We were split by the two sides of each letter and it was amazing. I think you can find the test free online. Having a whole group of employees who interact with each other take it and discuss the results wouldnt' be bad either. We had a consultant who was well versed to do a training session after we had all taken it.
That is if you want to keep this employee. If you do, I would make it VERY clear that his job is dependent on successfully passing the training.

Perhaps some coaching would be appropriate.
However.....
Is this your observation? Is this the observation of others? has this person acknowledged the problem? Has their boss approached you or someone to resolve the matter favorably?

It sounds to me like this manager might have ADHD (ADD). Interrupting when others are speaking is a common issue with adults with this disorder. There are workshops and coaches for people who have issues with this. It is very difficult for people to change because they do not know they are doing it and probably have been doing it for a very long time. Good luck!
