Need some clarification on calculating turnover. Turnover is typically calculated as follows: separations divided by number of employees during period.
My question: should the number of employees during the period reflect average employees or total peak employees during the period. Using both may result in different calculation. Example:
10 employees start of the period, 5 were added and 3 separated, with 12 employees end of period.
1st approach (average employees for period): 3/11 = 27% turnover
2nd approach (total peak employees during period): 3/15 = 20% turnover
Which is the more correct approach? Other recommendations?

The DOL uses the following:
Divide the number of separations during the month by the total number of employees at mid-month. Multiply this number by 100.
