It's always subjective to some degree, but subjectivity can be minimized. Best way to do that is for every responsibility of the job, define it in terms of quantifiable measures which would include time (how long to do the job), money (keeping costs within a budget or target figure), quality and quantity. All job responsibilities will have at least 2 of these to measure, most 3 and some 4.

I forgot to mention that there are as many different ways to do employee evaluations in the US as there are companies. Some do it very well, most don't.
